Rewarding ID Theft prevention?

I did a research about ID Theft and found interesting thing:


- if you recover data + hardware "combo" - then you are a hero .. you will get a reward from $10K-$100K





- if you recover just data - then you are a "hacker" and should go to jail.





There is no such thing as "reward for ID theft" and it makes me think that the whole ID theft thing is nothing, but another way to collect money from consumer .. this time to indure ID from being stolen. Am I paranoid?

If you believe you've been scammed, file your complaint at ftc.gov, and then visit the FTC's Identity Theft website at http://www.consumer.gov/idtheft. Victims of phishing can become victims of identity theft.
